China's 26.5 billion Energy Efficiency Subsidy

(Xie Dan, Southern Weekly)
Regardless of how the Government denied the existence of the economic stimulus plan, May 28, 2012, National Development and Reform Commission Ministry of Finance, the Ministry of Industry jointly issued $ 265 million energy-saving appliances subsidy policy, "unfortunately" as economists and foreign media often mentioned in one of the "evidence".
Since June 2012, the central government will allocate 26.5 billion yuan to support air conditioners, flat-panel TVs, refrigerators, washing machines and water heaters. This policy gives consumer who buys an air conditioner; flat-panel TV to enjoy a subsidy up to 400 yuan, the promotion period lasts for year.
The official expected the subsidy program would boost consumer demand of 450 billion yuan, and save energy generated by around 11.7 million tons of standard coal.
In addition, "the state of basic public service system" 12th Five-years’ plan" also made it clear, the purchase of fuel-efficient cars will receive subsidies, the "12th Five-Year Plan" will arrange 60 billion yuan to fuel-efficient cars.
However, the chaotic energy-efficiency labeling has cast a shadow to this New Policy implementation.
This time’s subsidy follows the principle that energy-efficient products should be highly subsidized, which means: first grade efficiency of LCD TVs and plasma TVs, first grade energy efficiency of household refrigerators, second and upper grade energy efficiency washing machines, constant speed, inverter air conditioner, will get the subsidy.
Talking about energy efficiency, I believe you might be aware of a blue and white label sticks in the corner of your refrigerator, the five kinds of color means five grades. This definition of energy-saving products is to help promote the sales of energy-efficient products.
However, few people noticed the fact that the proportion of China's energy-saving products. Published by the China National Institute of Standardization "China White Paper on the situation of energy efficiency of energy products (2011), in 2010 the proportion of products of the drum washing machine energy level had reached 100 percent, while household electric refrigerated or frozen refrigerator (the normal refrigerator), first grade products accounted for 76.9% , first and second grade together accounting for 97.8% .
This means that almost all of the drum washing machine have access to energy subsidies, subsidized refrigerator, inverter air conditioner is accounted for more than 70%. The Case of Beijing, according to the Beijing Municipal Commission of Commerce, September 1, 2011 to February 29, 2012, Beijing sold a total of 1.022 million units of energy-saving appliances, the sale of first and second grade of energy-saving appliances accounted for sales 88.8% and 11.2% of the total - the sum of the two results, there isn’t ‘not energy efficiency’ products in the market, it’s strongly contrary to the original intention of the "energy subsidies" policy .
Not only that, the misleading and cheating on the energy-efficiency labeling behavior in the appliance industry is not uncommon. Some manufacturers did not meet the subsidy standard household appliances affixed to the identity of an energy efficiency in order to earn a financial subsidy.
According to the survey of Top10 China, a Swiss non-profit organization, 2 energy grade 1 refrigerators from one same brand, their power consumption can also be a difference of more than 50%.
Clearly, the confusion of Chinese energy efficiency standards has reduced the effect of the generous subsidies. Whether they can update the standard as soon as possible will become the key to the landing of policy.
